Bellevue citizens were given option to vote in 2003
to become a Charter Code City.

RCW 35A.13.010 - City officers—Size of council.

"... when there are twenty-five hundred or more inhabitants the council shall consist of seven members"

The City Manager is appointed by the elected council.

The council votes each other as Mayor and Deputy Mayor.

|With no Charter, Bellevue City Officials here are Sworn in by a City Judge, but only some have Oaths of Office put forth by City Ordinance. 

RCW 35A.13.160 - Oath and bond of officers: "All provisions of RCW 35A.12.080 relating to oaths and bonds of officers, shall be applicable to code cities organized under this council-manager plan."

RCW 35A.12.080 - Oath and bond of officers: "Any officer before entering upon the performance of his or her duties may be required to take an oath or affirmation as prescribed by charter or by ordinance for the faithful performance of his or her duties."

Public Officers = Officials = Public Servants

Not all City Employees are Officials, but they are also Public Servants

Oath of Office in the USA is usually boilerplate "I will uphold the Constitution, faithfully perform my duties, etc"... but a City Ordinance spell things out a little clearer:

3.04.020 City Manager - Office full-time job – Oath.

"Unless express authority to the contrary is hereafter granted by resolution of the city council, the city manager shall devote his full time to the affairs of the city, and before undertaking the duties of his office the city manager shall take an official oath in support of the government of the United States, the laws of the state of Washington, the ordinances of the city of Bellevue and the faithful performance of his duties." (1961 code § 3.04.020.)

3.08.020 City Clerk - Bond – Oath.

"The person appointed to fill the office of clerk or temporary clerk shall qualify before entering upon the duties of such office by furnishing an official bond in accordance with Chapter 3.88 BCC, and upon filing his or her oath to support the government of the United States of America, the state of Washington, the city of Bellevue and to faithfully perform his or her duties." (Ord. 4444 § 2, 1992; 1961 code § 3.08.020.)

Violating Oath can be means for Recall from Office by a petitioning complainant.

RCW 35A.29.180 - Recall. 
"Elective officers of code cities may be recalled in the manner provided in chapter 29A.56 RCW"

RCW 29A.56.110 - Initiating proceedings—Statement—Contents—Verification—Definitions.

    "Whenever any legal voter of the state or of any political subdivision thereof, either individually or on behalf of an organization, desires to demand the recall and discharge of any elective public officer of the state or of such political subdivision, as the case may be, under the provisions of sections 33 and 34 of Article 1 of the Constitution, the voter shall prepare a typewritten charge, reciting that such officer, naming him or her and giving the title of the office, has committed an act or acts of malfeasance, or an act or acts of misfeasance while in office, or has violated the oath of office, or has been guilty of any two or more of the acts specified in the Constitution as grounds for recall. The charge shall state the act or acts complained of in concise language, give a detailed description including the approximate date, location, and nature of each act complained of, be signed by the person or persons making the charge, give their respective post office addresses, and be verified under oath that the person or persons believe the charge or charges to be true and have knowledge of the alleged facts upon which the stated grounds for recall are based.

For the purposes of this chapter:

(1) "Misfeasance" or "malfeasance" in office means any wrongful conduct that affects, interrupts, or interferes with the performance of official duty;

(a) Additionally, "misfeasance" in office means the performance of a duty in an improper manner; and

(b) Additionally, "malfeasance" in office means the commission of an unlawful act;

(2) "Violation of the oath of office" means the neglect or knowing failure by an elective public officer to perform faithfully a duty imposed by law."

Bellevue, like most Cities, also does not control 
the Police department:

3.81.080 Union contracts.

    "If a bargaining unit contract covers any of the provisions of this chapter, all employees under such contract shall be governed by the provisions thereof, rather than by the provisions of this chapter, and where any conflict exists between the provisions of any such contract and this chapter, such contract shall control." Multiple council members, equally and from all areas of the city, should be in charge.. 

not an un-elected, unlimited term City Manager who can't be recalled. 

The City Manager does not have to be a resident of the City and can even have the SAME JOB with another City.
